H.E.M. Mamady Youla- Prime Minister of the Republi of Guinea

Prime minister Mamady Youla is from the private sector and was appointed with a mission to promote employment and economic recovery. Aged 54, Mamady Youla is the first Guinean economist to hold the post of Prime Minister. He is a specialist in the Guinean and international private sector and is highly experienced in the Guinean administration.
Born in Conakry in 1961, Mamady Youla is also the first Guinean manager of a multinational company in the Guinean mining sector. He was Managing Director of Guinea Alumina Corporation (GAC) from June 2004 to December 2015. GAC is a joint venture of internationally renowned partner companies (Dubai Aluminum and Mubadala Development), for the development and execution of the Sangarédi alumina refinery project. This is a 5.8 billion dollars investment for the following projects: construction of an alumina refinery and a new bauxite mine for exportation, a port and a terminal for alumina, bauxite, a power station, a hydraulic dam, construction of bridges, roads, railways, a city for workers, and a vast environmental and social component.
Strongly committed to the development of the Guinean private sector, Mr. Youla is also a founding member and first president of the Guinean Private Sector Consultative Platform in 2015. He was president of the Guinea Chamber of Mines from January 2012 to December 2015, after having served as Senior Vice President of the organization from February 2009 to December 2011.
Mr. Youla also has many years of experience in the Guinean administration. He was adviser to the Prime Minister, responsible for economic and mining issues, in 2003-2004. From 1997 to 2003, he was adviser in charge of economic and financial issues at the Ministry of Natural Resources and Energy, and later at the Ministry of Mines, Geology and Environment.
From 1997 to 2001, he was the Chairman of the Board of Directors of the National Electricity Company of Guinea (ENELGUI) and Director of the “Société des Bauxites de Kindia” (SBK). From 1997 to 2003, he was Director of the Guinean-Norwegian Maritime Transport Company (GUINOMAR) and Chairman of the Technical Committee of the Dinguiraye Mining Company (SMD). From 1999 to 2003, he was the Administrator of the Autonomous Port of Conakry (CAP).
Mr. Youla worked for eight years at the Central Bank of the Republic of Guinea (BCRG). He was Director of the Department of Studies, Research and Publications at the BCRG from May 1994 to August 1997. Before that, from 1989 to 1994, he was the Economist, Head of the Department of Economic Studies and then Assistant to the Director of Studies and Research at the BCRG. In 1990, he graduated from the BCRG Executive Evaluation and Recruitment Test organised with the assistance of the Banque of France.
Mr. Youla is a graduate from the University of Abidjan, where in 1987 he got a Master’s degree in Management and in 1989 a postgraduate degree in Macroeconomics. In 1992 he obtained a postgraduate degree in Banking and Finance at the Paris Centre for Economic and Banking Studies and a Certificate issued by the International Monetary Fund Institute (IMF) in Washington on Programming and Financial Policies.
