Mr. Tontama Charles MILLOGO He graduated from the Electronics Institute of the University of Science and Technology Houari Boumediene (USTHB) in Algiers, Algeria, and also holds a Master’s degree in Business Administration from the IAE (Institute of Business Management) in Poitiers, France, which bestows him with the dual competences of engineer and manager.
As an Engineer in Electronics/Telecommunications and seasoned Manager, he has been appointed as Executive Chairman of the Regulatory Authority for Electronic Communications and Posts (ARCEP) of Burkina Faso since November 16, 2015. As Chairman of ARCEP Burkina Faso, he is chairing since 2018, the G5 Sahel Telecom/ICT Committee which is an advisory body providing advisory support and coordinating Telecom/ICT projects of this sub-regional organization. In 2019 & 2020, he was Chairman of the Executive Committee of the West African Telecommunications Regulators Assembly (WATRA) in charge of supervising and monitoring the activities of the Executive Secretariat based in Abuja, Nigeria. He also served as the President of the Francophone Telecommunications Regulation Network (FRATEL) in 2020 after serving as its Vice President in 2019. Finally, it should be noted that he was also for 2018, Chairman of the Administrative Council of the Pan African Postal Union (PAPU), a specialized institution of the African Union on postal sector.
As an expert in the telecommunications industry, he sums up more than twenty (20) years of experience, including more than fifteen (15) in senior positions as Chief Technical Officer for several operators in Africa. He then delivered in five (05) countries in Africa, one (01) in Central Africa Region (Central African Republic) and the other four (04) in the West African Region (Burkina Faso – Ivory Coast – Togo and Niger). He harnesses solid international experience and proven expertise in leadership and strategy definition, designing and management of programs and projects, notably in the field of infrastructure in general, and more specifically in the field of telecommunications/ICT.
Being a dedicated man focused on his duties and charges, Mr. MILLOGO has always discharged his missions and responsibilities with loyalty and professionalism with outstanding outcomes. In this regard, we can note his very strong and active contribution as an engineer to the network roll out from green field and the launch of commercial activities in 2000 of Telecel Faso a mobile operator in Burkina Faso. He was the best employee of the year in 2004, which led to his promotion in 2005 as Chief Technical Officer of the new venture of Atlantique Telecom Group in Central African Republic, entrusted with the missions of taking care of designing, rolling out and maintaining the network for commercial activities launching. On the ground of this performance, three years later he joined the holding technical office based in Côte d’Ivoire to be in charge of “Big Bang” project which was a major project for streamlining and developing network infrastructures in the seven subsidiaries of the Holding.
As the Chairman of ARCEP, he has undertaken and implemented, with quite conclusive results, a number of initiatives for good governance and strengthening the operational capacities of the institution include the commitment of the institution in the quality process for certification to ISO 9001 and ISO 27001.
